Four Arrested After Wisconsin Teen Found Severely Malnourished

Four adults in Wisconsin have been arrested and charged after authorities discovered a 14-year-old girl in critical condition from alleged long-term neglect at her father and stepmother’s home. The case, detailed in recently filed court documents, outlines severe malnutrition and years without medical care or formal schooling, and could carry decades-long prison sentences if convictions follow.

Authorities Discover Teen in Critical Condition

According to Fox 11, officers responded to a Oneida, Wisconsin residence in August after the girl’s father called 911 reporting that his daughter was lethargic and weak. When officers arrived, they initially believed the teen was much younger based on her size. The child was transported to a hospital in Green Bay and later transferred to Children’s Wisconsin in Wauwatosa for intensive treatment.

Court records cited by the outlet state that the teen was admitted with multiple life-threatening complications, including respiratory failure, cardiac dysfunction, acute hepatitis, and pancreatitis. Medical staff reportedly were uncertain if she would survive when she first arrived at the hospital.

During a recent hearing, Outagamie County assistant district attorney Julie DuQuaine described images from the investigation as showing the teen in an extremely emaciated state. Prosecutors say the teen’s condition reflected prolonged deprivation and lack of basic care.

Four Family Members Charged With Chronic Neglect

Following the hospital admission, the girl’s father, Walter Goodman, his wife, Melissa Goodman, Melissa’s daughter, Savanna Lefever, and Lefever’s partner, Kayla Stemler, were arrested. Per charging documents obtained by People, each defendant faces three felony counts of chronic neglect of a child resulting in great bodily harm, and two felony counts of chronic neglect of a child resulting in emotional damage.

If convicted on all counts, each defendant could face more than 80 years in prison. The four are currently being held at the Outagamie County Jail. According to People, bail for Walter and Melissa Goodman and for Kayla Stemler has been set at $150,000 cash each; bail for Savanna Lefever is set at $100,000.

Prosecutors allege the teen endured severe neglect over a period of years. In court, DuQuaine stated the child had not been seen by a doctor since September 2020 and had not attended school since the start of the COVID-19 pandemic. The teen first lived with her father in 2020 after her mother was incarcerated, according to the criminal complaint.

Allegations of Long-Term Isolation and Food Deprivation

The complaint indicates the teen attended virtual school during the 2020–2021 academic year, but in subsequent years the father claimed she was being homeschooled. Investigators say there is no documentation of regular education or medical oversight during that time span.

Medical records and staff accounts detailed in the filing describe the teen’s response to receiving regular meals in the hospital. According to the complaint, she asked for additional food and expressed concern that her father would be upset if he knew how much she was eating. Staff noted the teen appeared relieved upon learning she would receive three meals a day during her stay.

WISN reports that Walter Goodman told authorities he monitored and communicated with his daughter via a webcam installed in her room. Investigators allege the teen was kept isolated and that access to food was restricted, contributing to her condition at the time she was found.

Authorities say the 911 call from the father triggered the welfare visit that led officers to the home and the teen’s immediate hospitalization. The case has since expanded into a multi-agency investigation, with prosecutors emphasizing the severity of the alleged neglect and its long-term impact on the child’s health.

What’s Next in the Case

The defendants have been charged but not convicted and are presumed innocent unless and until proven guilty in court. Further hearings are expected as prosecutors continue to compile medical records, witness statements, and other evidence. No trial date has been announced.

As the investigation proceeds, authorities have underscored the crucial role of reporting concerns to local law enforcement or child protective services when a child appears to be at risk. In this instance, the rapid response by first responders and hospital staff was key to stabilizing the teen and initiating a criminal inquiry.
