A fatal shooting took place at the U.S. Immigration and Customs Enforcement (ICE) field office in Dallas, Texas, on the morning of Wednesday, September 24, according to the U.S. Department of Homeland Security.

Two people died and one person is in critical condition, according to CBS News.

Acting ICE Director Todd Lyons told CNN that the shooter, Joshua Jahn, died of a self-inflicted gunshot wound following the incident. Additionally, federal authorities confirmed that the three victims shot were detainees of the facility.

Officers responded to an assist officer call at the ICE facility around 6:40 a.m. after a law enforcement report indicated the gunman was in an elevated location, per CBS News. The gunman began shooting from the rooftop of an attorney’s office, which is located across the street from the ICE Detention facility.

According to ICE, the shooter began targeting the building and shot “indiscriminately at the building and those in the sallyport,” per CBS News.

“Early evidence that we’ve seen from rounds that were found near the suspected shooter contain messages that are anti-ICE in nature,” Joe Rothrock, the special agent in charge of the FBI’s Dallas field office, said, per CBS News.

The field office in Dallas serves as a temporary holding facility for some detainees taken in by ICE. An average of 47 people are held there each day, according to a CBS News analysis of ICE data conducted by the Vera Institute of Justice and the Deportation Data Project between January 20 and mid-June.

Following the shooting, Joshua’s brother, Noah Jahn, spoke to NBC News and revealed the suspect wasn’t engaged in politics despite allegedly being involved in a politically-charged shooting. “I didn’t think he was politically interested,” Noah told the outlet. “He wasn’t interested in politics on either side as far as I knew.”

“He didn’t have strong feelings about ICE as far as I knew,” Noah added of his younger brother.

Noah also said that their parents owned a rifle, and Joshua knew how to use it. However, Noah said Joshua was “not a marksman.” He continued, “He would not be able to make any shots like that.”

Additionally, he said he saw his brother two weeks ago at his parent’s house and noted that nothing seemed out of the ordinary for Joshua.
